ARCHIVED Ministry of Health update on Equipment and Housing Modifications for people who have challenging behaviour

The Ministry of Health Equipment and Modifications Service (EMS) Panel is receiving an increasing number of applications seeking clarification of policy regarding the provision of equipment and housing modifications for people who have challenging behaviour.

We would like to advise Specialist Assessors of the following:

  1. The Ministry (Disability Support Services) is developing a process for applying for funding for equipment and/or modifications for this group.
  2. While this process is being developed, applications should be supported by evidence that there has been, at a minimum, a recent (within the previous 6 months) multidisciplinary meeting to discuss the situation and consider all options for the person involved.
  3. All applications require evidence that the request for either equipment of housing modifications is part of an overall plan of care/support for the individual person and include consideration of a transition plan.
  4. That consideration of transition to natural supports is incorporated into plans.

We are developing a referral process for Specialised Assessors that will clarify the Ministry’s requirements. This new process, which we hope to have completed by the end of November 2009, will inform Specialised Assessors and reduce delays in the application process. It will also help ensure that the provision of equipment and modifications are considered in the context of the wider package of options for the person and endeavour to support people who have challenging behaviour to remain living at home as safely as possible.
